[bug-gswin] Bub-report: Postscript -> JPEG

Symptoms:

Unable to convert a PostScript file to an image (JPEG).  

Command issued:
gswin32c -dSAFER -dBATCH -dNOPAUSE -sDEVICE=jpeg -sOutputFile=quit.jpg
quit.ps

where, quit.ps is just a test file I copied over from the GhostScript
lib folder into bin.  Same result with any postscript file.  The above
command seems to work correctly on PDF files, just not PostScript. 
Tried the conversion with gswin32 as well without success.
