[bug-pcl] image conversion with matrix

PCL 5 supports scaling and orthogonal rotations;
shear and arbritary rotations are not supported.

PCL XL does supports matrix style operations,
but it is a binary encoded language so you would have to write a program 
to write it. 

Yes, you would have to use pcl commands.
