[bug-pcl] bugs in PCL compression mode 9

The file I was using came from a customer, and I can't redistribute it.
I thought I could print something else using the Brother HL-1850 driver,
but I can't get it to use mode 9.  I also tried printing through the HP
DeskJet 1600C driver, which is where the mode 9 documentation came from,
and I can't get that one to generate mode 9 compression either.

Sorry about that.  If I can figure out some way to force one of these
drivers to use mode 9 compression, I'll send you a PCL file.
