I don't know if this one is related but it seems to be since with this example I
have blue text that either printed white or missing.

Below is the command line that I was using:

pcl6.exe -LPCL -r600 -PPCL5C -dNOPAUSE -dBATCH -sDEVICE=jpeg
-sOutputFile=pcl\ie.pclc.%d.jpg pcl\ie.pclc

I will also attach a file containing the files that pertain to this issue.
