The sample file is not PostScript but PCL file. Ghostscript cannot read PCL
files but another Artifex program, ghostpdl can. I used the following batch
file. 

set PCLFONTSOURCE=E:/ghostpdl-1.53/urwfonts/
E:\ghostpdl-1.53\main\obj\pcl6.exe -sDEVICE=pdfwrite -sOutputFile=a.pdf a.pcl
