Thanks Alex. As far as I can tell the i_ctx_p is only used for file permissions
(initially directly from one member). Some of the permissions are read from the
user params dictionary, which is what would make it difficult to set up a dummy
context even if the structure was available.
It should be easy enough to do without the permissions checking, and just assume
that we have permission to open the file. We'll only be reading it anyway.
Unless someone comes up with a bright idea, I'll go ahead and do this.
