The EPS file has white CMYK objects on white background.
Ghostscript v. 8.54 drops them but vv. 8.57 and higher work as expected.

So an ancient version had a bug that has been fixed long ago. Your own
testing confirms this too. To fix the problem you need to upgrade
'Server C'. The latest release is v. 8.64.

BTW, Ghostscript cannot create PDF 1.1 and generates default PDF version
instead.
