Duplicate write_t1/write_t2/wrfont make target introduced by Ken's bitstream
change. Reassign to Ken for continual work.

Suggest merging the two duplicate targets - e.g. by adding the BISTREAMS_CFLAGS
flags to next to FT_CFLAGS, so that when one is empty and the other is not, it
would just work.
