The encoding works but it must be: 1) valid 2) self-contained (explicit).
Calling gs_il2_e.ps from the encoding file causes an initialization error
because the Ghostscript code copies the first half from ISOLatin1Encoding which
is apparently not available at that time.

Still, non-standard encodings should not be read by initialization code.  This
voids the advantage of having separate resources in the first place.
