Quite, as noted in comments 9 and 10 if you select cups as the output device
you get a CUPS raster format file. If you select one of the tiff* devices you
get a TIFF file.
If you want a PostScript file then I would recommend you use the ps2write
device, not the pswrite device. pswrite is old and deprecated.

This is not a Ghostscript problem. I don;t understand what your problem with
CUPS is, I would suggest you take this to the CUPS developers who may be able
to help you further.

Ghostscript simply writes its output in CUPS raster format.
