It seems that the tiff24nc device at least doesn't write out the blank pages...

Indeed, this seems to be the case. There are a lot of ROP operations going on
with images, which results in some apparently working output, and some which
doesn't. Since we don't support ROP in the PDF output, closing as WONTFIX.
