Ken took a preliminary look at the original file:

I'm not seeing the same results as Ken, the 'touch up text' tool does not give
me a warning about the font not being embedded. Also, I'm running on a Mac and
I don't have Tahoma,Bold font installed (I do have Tahoma-Normal and
Tahoma-Negreta).
Also the fact that MuPDF reads the files implies that Ghostscript should be
able to as well.
