yet another configure 

The scripting itself is fairly straight forward, but the interaction of all the
different options makes it confusing - worse, there is some inconsistent
indentation, which is even more confusing with shell scripts than most other
languages (but not all!).

Here's a version which I think is more consistent with the behaviour we
want/expect.
