I sent this to Ralph and Russell for testing prior to commit.

I've made some fixes and changes to the %rom% related stuff.

I added the romfs_file_status to the %rom% iodev so that the
PS 'status' operator will work.

Then I got (over) ambitious and "fixed" some build problems with
inadequate dependencies.

Ralph, I'd appreciate it if you could check these changes on the Mac.

Russell, if you can check these on OS/2 I'd appreciate it, but
it isn't urgent -- it won't hold up my commit (I don't mind
committing a broken OS/2 build). Note that we are going to release
8.54 update soon, so if you want OS/2 changes in, now's the time.

To (hopefully) make it simpler, the changed files are in the
attached tarball.
