What's the purpose of the $(install_prefix) variable prefixed to the 
cups-config paths in the install target of cups.mak? As far as I can 
tell these aren't set by any higher level makefile.

Previously adjusting ${prefix} was sufficient to do an install as an 
unprivileged user. As written the 'install-cups' target breaks this. 
Shouldn't these go in ${datadir} or something by default, overriden by 
the packaging script for a system install?

Correctness aside, this conflicts with our automated regression tests, 
which verify 'make install' works, but as an unprivileged user.
