I don't know how TeX Live has provided GSview, but it is
possible to do this.
If GSview has been used, a gsview32.ini file will have been
written to the user profile directory and this will used to
locate Ghostscript.
If Ghostscript has been installed, then GSview will find it from
a registry key.
If GSview has not been used, and ghostscript has not been
installed, put GSview and Ghostscript in adjacent directories.
That is, the GSview executable in
\path\gsview\gsview32.exe
and ghostscript in
path\gs8.00\bin\gsdll32.dll
After exhausting all other avenues, GSview will try to find
ghostscript in ..\gsN.NN\bin\gsdll32.dll
