I am not aware of the ghostscript cairo device can be used for display, but 
"... -sDEVICE=cairo -o newfile.pdf ..." works as an alternative to pdfwrite,
and I think the cairo device auto-sense output format by extension - just
looked at the code - apparently it can be used as alternative to png* as well,
beside svg.

It is a possible way of generating some pdf's which gs still seems to have
problem consuming.
