/ISOLatin2Encoding is not a standard encoding vector, i.e. all other
interpreters don't have it. Ghostscript itself doesn't use it anywhere.
Current version of Ghostscript keeps essential PostScript files in
Resource/ directory and the rest (including gs_il2e.ps) remains in
lib/ . If you write a PS program that runs on Ghostscript only,
you can run gs_il2e.ps as well.

I'd rather keep the legacy code as it is unless there are good reasons
to change it.
